Wait time bandwagon

I made fun of Stephen Harper when he said the same thing, but it seems I was wrong. Apparently Paul Martin thinks he can guarantee wait times too. Funny thing is, he has been on the inside for more than 10 years. 10 years to make guaranteed wait times happen. Why now?
